The Ministry of State for Public Service’s mandate is to manage human resources and organizational structure in the Public Service. The Ministry does this by promoting policy and operational directions in the key areas of Government. It has over time introduced several technological initiatives to assist it in carrying out its mandate and among them was the introduction of the development of the GHRIS portal to address all Human Resource needs. GHRIS Kenya is simply a Government of Kenya human resource management information system(MIS) portal aimed at easing the running of Kenya’s government’s human resources.
This system offers self-service online services to various government stakeholders such as government employees, government MDAs, and the public. Employees have to create an online GHRIS Account to access any employment details. This applies to civil servants both in the county and national governments. Besides accessing the GRIS payslip, after registering, one can upload or edit their employment profile. Application for advertised government posts is also possible from the GHRIS website.

How to Create a Ghris Account
The GHRIS is a web-based system that requires users to have an internet connection either through
a computer or a mobile phone.
1. Go to the GHRIS web portal.
2. Click on the “Government of Kenya Employees” link.

3. Click on the option “New Employee“.

4. On the new page fill out the Employee Registration Form, which requires details of your Personal Number, National ID Card Number, KRA PIN, Name, and Date of Birth, note that this information will be validated against your records in the Ministry.

5. Create and confirm the Password that you will use to login into your account.
6. Upon filling in the required information and setting up the password, click “Submit” to finalize the process. Congratulations! you have created your GRIS account successfully.

Since you are good to go with your new login credentials, log into the GRIS web portal and set up your profile details. To advance your AGRIS profile, click on my record and select the profile. A new page will open where you can fill in your information. Fill in the required information; Basic Details, Home Area, Duties, Academic Details, Employment History, Next of Kin, and Dependents, then Signature Upload. For each stage, make sure you click on the Save button. For the Academic section scan and attach your certificates. That’s it, you’re all set with your profile.
How to Download your Payslip from GHRIS
1. Navigate to the AGRIS LOGIN page, then sign in with your USER ID and Password that you created earlier during the registration process.
2. After logging in successfully, you will see your MSPS GHRIS Online Services dashboard. Click on the ‘My Records’ tab followed by ‘My Payslip’ from the dropdown menu list on the MSPS Online services dashboard.
3. A list of Payslips will be displayed. Click on the ‘Current Payslips’ tab if you want the current payslip. If you want to download the previous month’s payslips, just click on the year that you want to download.
4. After clicking on the ‘Current Payslips’ menu, it will take you to a new online Payslip dashboard. The year and month of the GHRIS Payslip are preselected so you need to click on the ‘View Payslip’ button on the right-hand side.
5. If the GHRIS Payslip is loaded successfully, you will be able to print it.
How to Download P9 Forms from the GHRIS Portal

- Visit the Public Service Payroll website.
- Enter your employment number and password for your User-id and Password respectively to login into your account
- After logging in, click on the ‘My Records’ tab. Then click on ‘My Payslip’
- Select the P9 form you want according to your preferred year. You will be redirected to a new login window. Re-enter your User ID and Password and click Login.
- This will take you to the Public Service Payroll system.
- Click on ‘P9 – Forms’. This displays the current P9 form.
- Click on the print option to print the form.
