  1. From the start menu, click the settings icon.
  2. click on Update & Security
  3. Click on Windows Defender in the left menu and click on Open Windows Defender Security Center
  4. Next click on Virus & threat protection then Virus & threat protection settings
  5. Turn off Real-time protection but keep this window open.
  6. Now you can open the file that was displaying the WinRAR cannot execute diagnostics message.
  7. Turn back on Real-time protection after completing operations.
