Transferring motor vehicle ownership with an absentee owner can be a bit more complicated than transferring ownership when all parties are present. However, it is still possible to do so with some extra steps. Here’s a step-by-step guide on how to transfer motor vehicle ownership with an absentee owner.

Requirements for Motor Vehicle Transfer with Absentee Owner

To complete the transfer of a motor vehicle ownership with an absentee owner, these are the requirements that you need:

  • The original registration book, along with transfer forms (Old Form 3) that have been signed by the transferee and stamped (if the transferee is a company).
  • An Affidavit or statutory declaration must be sworn before a commissioner for oaths and must be properly embossed and stamped/sealed. Additionally, a letter of consent for the transfer or sale must be provided.
  • A Court Order directing the licensing officer to transfer the vehicle to the transferee’s name.
  • A copy of an advertisement that was placed in a daily newspaper, announcing the intention to transfer the vehicle and inviting any objections from the registered owner to be made to the High Court within 2 weeks.
  • The applicant must present original identification documents to the licensing officer for verification.
  • A paid-up assessment (which will not be available online)
  • All transfer fees must be paid and if the vehicle has changed hands, fees associated with it
  • The vehicle must be physically inspected and the inspection report should be attached as part of the documentation.

How to Transfer Vehicle with Absentee Owner

Step 1: Go to the nearest URA service center.

Step 2: Request an assessment form for the change of ownership, fill in all the mandatory details, and make payment.

Step 3: Submit all the required requirements (listed above) to the licensing Officer.

Step 4: Allow the Licensing officer to inspect the car.

Step 5: The Licensing Officer will then process, seal and forward your application to the URA headquarters for approval. Hereafter, patiently wait for URA to notify you about your application status as soon as they receive all the necessary information.
